Cognitive autonomy is a fundamental right. No child should have their worldview decided for them before they can decide for themselves.
Child-protection law sets minimum-age thresholds for every irreversible, identity-defining decision available to a minor: marriage, military service, voting, tattoos. No comparable threshold governs formal religious enrolment anywhere on Earth.
ARCA proposes to close that gap — applying the same child-protection logic already enacted for everything else, consistently, for the first time. It does not restrict adult belief, family religious practice, or comparative religious education.
Article 6 — the Religious Neutrality Principle — requires identical application across all traditions: Christianity, Islam, Judaism, Hinduism, Buddhism, and organised secular associations alike.
